Computer OS to work with wireless controllers for games

Hello i would like to when i boot my computer to get the choice between windows 7 and a custom oS.I want the custom os to be like a ps3 just use wireless ps3 controllers to choose the game from the menu and play.For example i installed storm 4 in my pc but i need to use some drivers and xbox360ce to emulate it so the games need to work in the 2 os.So the custom os need to have some familariy with windows for example i saw steamos but i dont know much about it.Else if u have an alternative solution feel free to post

Basically i want to use only controllers from when the pc boot up no keyboard or mouse and just choose a game and press play

most custom operating systems use linux, which isnt compatible with every game you might play, and creating a custom linux distro can cost quite a bit of money if you dont have the knowledge to do it yourself. SteamOS would be your best bet. Since the steam controller works in the menu immediately after powering on, i couldnt see a reason why a ps3/ps4/xbox360/xbox one controller wouldnt work. Installing 2 operating systems side by side is easy as long as you partition your drives correctly.
