Radeon HD 7470. Do I need a new PSU?

I bought a Radeon HD 7470 and I'm having trouble getting it to display on monitor when booting, Also won't show under device manager.
The only way I can get it to boot and display with the new GPU in, Is by selecting 'Onboard Graphics' in the BIOS settings, But as I said it doesn't show in device manager.

The desktop is VERY old and I've already tried almost every solution to fix this. The only thing I haven't tried yet is installing a higher wattage PSU, So I'm wondering if you can agree that this is the issue.

CPU - Pentium Dual E2180 (2.0GHz)
HDD - 500GB
RAM - 8GB
MOBO - Asus IPIBL-LB Benicia-GL8E (Bios has been updated to most recent ver 5.43)
PSU - 300W Lite-On

The power requirement's for this GPU are pretty low but I'm thinking if I upgrade to a 500W PSU it may solve my problem.

if it's not showing up at all in device manager and only displays when selecting 'Onboard Grahpics' then i'm sorry to say this it's most likely dead or has a bricked BIOS. So no you technically don't need a new power supply unless you intend to get a different GPU that requires more power but in all honesty i wouldn't trust that power supply anyways
