Really low fps with gtx 1060 6gb

When I first built my computer I looked at different benchmark videos of people playing BF 1 with gtx 1060 6gb and i5 7600k. The people playing would usually get around 70 to 90 fps on ultra settings. When I built my pc with the exact same components, the performance was much worse than what I have seen. When I launch into a game I usually get 15-30 fps on ultra. However, when I restart my pc, the fps improves but the gameplay is still not smooth as it has sudden fps drops. What is the cause, and how can I fix it?

The components I have are;
I5 7600k
msi gtx 1060 6gb
power supply corsair 600m
16gb ram corsair vengeance
motherboard asus z270-h
cpu cooler be quiet dark rock 3

The temps of the cpu doesnt go above 60 degrees celsius.

The gpu temp doesnt go above 70 degrees celsius.

There's really nothing to be done about the cpu usage being maxed out, as 4c/4t cpus aren't optimal for running that game, especially in multiplayer.
The background usage is a good deal lower on the last two tests(6 & 8%). Try doing things as before, but if the fps gets bad again, open task manager and see what's going on.

The 2 different HDD results are concerning, but maybe someone else here can shed some more light on this. I wouldn't believe the HDD is dying on you, as it only a couple years old?

High fps in BF 1(multiplayer?) on ultra, with a quad core cpu?
I have to question the validity of those videos you watched...
Are all of your drivers up to date, motherboard, gpu, etc?
Check out userbenchmark, and post your results - make sure you close ALL programs before running the app.

Sorry for replying so late.

I have used a DDU tool and removed drivers and done a fresh install of up to date drivers. I have also updated the motherboard to the latest version as well, and that seems not to help at all. I have also enabled the XMP mode in the BIOS as someone said it would improve performance, which it did not.

I have used MSI afterburner while playing BF1 and this is what it says;

Gpu Temp; 32○c
Gpu usage: 38%

Cpu Temp: 44○C
Cpu usage: 66%

Those temps are good, but you had something(s) else using up cpu resources(15%) while the benchmark was running. Open task manager and see what those are, as they aren't helping things.
Are you using the latest firmware for your HDD? You may be able to find it on Seagate's website, if it's still available. Everything else checks out fine.

I was also told to put the power mode to high performance, so I did. I played BF1 for maybe 15 minutes and the cpu usage was around 95% and the gpu usage was around 80%. I can't tell if that helped or not as usually when I boot the computer or restart it, BF1 runs smoothly for maybe 1 game and after I close it and try to play again later, then the fps is really bad and literally unplayable. I'm just going to have to play couple of rounds tomorrow to see if there are any changes.
