Why is my internet like this?

Hi,

So recently I've been having some odd issues with my internet being completely unpredictable and fluctuating like crazy. It's to the point where on my computer it's completely unusable (today installing Chrome took 25 minutes). I'm paying for 100MBPS, and sometimes I'll reach or surpass that, and sometimes I'll get less than 1MBPS. My ISP is Optimum.

I cannot upload pictures because to upload 5 it said it would take about 3 hours, so instead of posting Speedtest.net images, I'll just say the speeds:

On my phone in the same exact location (with Cellular off of course):
Sep 15 @ 8PM: 110Mbps down, 37Mbps up
Sep 16 @ 4PM: 15.2Mpbs down, 7.10Mbps up
Sep 16 @ 4:05PM: 3.68Mbps down, 27.3Mbps up
Sep 16 @ 5PM: 116Mpbs down, 41Mbps up

On my computer (With a Rosewill RNX AC1300 wireless PCI adapter)
Sep 1 @ 7PM: 21Mbps down, 16Mbps up
Sep 5 @ 4PM: 5.6Mbps down, 7Mbps up
Sep 16 @ 4PM: 960Kbps (0.9Mbps) down, 2Mbps up

What is the problem here? My router is a fairly new DIR-868L (provided by Optimum) and my modem is an ARRIS branded modem, that was replaced less than 6 months ago (also provided by Optimum). It's driving me nuts and my computer right now is essentially useless.

Went downstairs to the computer connected to the routers ethernet port, and it got a download speed of 108mbps and an upload of 35mbps
