Troubleshooting: Computer won't boot/post

Hello all.

I'm having a difficult time getting my computer to boot/post/anything.

The story

I've had my PC built for a few years now. This is the first time I've encountered any issues. I recently moved into a new apartment as of July. I had moved out of my old place at the end of May, and was staying with a friend while I waited for my new place to be ready. In the downtime between, I had my PC stored in a garage. When I moved into my new place, upon initial startup of my PC, it wouldn't go past the onboard memory test/config, as noted by the lights on the motherboard. The DRAM_LED was solid, no blinking.

I consulted my mobo manual, and it instructed me to press the "MemOK!" button, which caused the computer to reboot. Upon restart of the computer, the DRAM_LED went through a flashing cycle, and the computer booted fine. It sat unattended for a few minutes and when I had returned, it was frozen. I restarted the computer and had the same issue, but with a different result.

This time the DRAM_LED flashed the same pattern - slowly at first, and then increasing in speed, with the CPU_LED lighting up once between each increase in flashing rate - until it returned to being constantly lit. No sound from the mobo speaker, nothing beyond the light being lit. All fans are working, it sounds like the hard drive is operational as well. When left for an extended period of time, no change occurs after the DRAM_LED returns to constant on.

Steps I've taken

Aside from the obvious troubleshooting above, I attempted to try each stick of RAM individually to see if that changed anything. It didn't. Because of that, I believed it to be an issue with my RAM, so I've recently RMA'd my ram. Upon receipt of the new RAM, the same issue occurs. I've checked all connections, and have attempted to reseat most of the connections on the motherboard. Otherwise I have no clue how to proceed.

I am considering a rebuild due to my components being a few generations old, but I'd rather not if I don't absolutely need to.
