RAM is being Hardware Reserved (16gb, only 11.9gb usable)

I noticed that alot of people have the same problem, I've read and tried countless forums and solutions but none of the solutions are working for me. MSCONFIG Hasn't worked. Reseating has only slightly worked (was at 8gb usable, now at 11.9gb). Each stick of memory has booted in every slot in my motherboard, I've also corrected the timings and frequencies (were running at 1333mhz but set to default 1600 9-9-9-24, but even at 1333 had the same problem.) I'm completely lost in why this is happening. Here are my CPU-Z screenshots. I am running 4x4 Corsair Vengeance DDR3 1600MHz. 2x4gb Black sticks, (Slots 2&4 )and 2x4gb Blue sticks (Slots 1&3).

I have tried different RAM, 2x4gbCrucial Ballistics 1333MHz, same issue.

My GPU is a Gigabyte GTX 970 Windforce (Overclocked +150 Core, +300 Memory)

PSU is Thermaltake 700W

Because of this, my pc idle's with around ~4gb usage, leaving only 8gb for games, which ends up crashing either my PC or my games alot. When I play Battlefield 1 (specifically loading Conquest, or changing ANY graphical settings including Brightness) or any triple-a titles, they CTD or freeze my PC entirely. [NOTE: THIS IS A FRESH INSTALL OF WINDOWS 10 HOME x64]. At this point i'm completely defeated at trying to solve this with my own research, but I really need help with this. This is my only PC and I cannot do my Graphic Design without it either, as Photoshop, Illustrator and After Effects all crash from memory usage under load.

If Windows is not reserving the RAM on MSCONFIG then it's the BIOS that's grabbing it. What's your motherboard's model? Just go into the BIOS and look for any integrated graphics settings where it will usually reserve RAM for them. Unless your motherboard doesn't have integrated graphics, then it might be something else.
