Playing Video off Youtube/playing music in background maxes CPU's frequency

Hello,

I have an i7-8700k CPU and whenever I play a video on youtube the clock speed maxes out (4.7ghz in this case) - This doesn't only happen when playing a video on youtube but also happens when just playing music on Windows Media Player - in the background. Is this normal? How do I fix this if it isn't?

Having it on or off doesn't seem to make a difference. Don't think the browser is the problem. Playing music on Windows Media Player also makes the CPU run at max Clockspeed.
 
task manager will display the highest clock speed of a single core of eight; alas, Intel unfortunately offers no such 'you should only see a single core at 2.5 GHz for Youtube/Media Player' sorts of assurances in CPU-usage /task mngr/ duty cycle guidance...and no one can be certain there are not other tasks occurring, virus scans, Windows updates, cloud storage sync, etc....

I'm using CPUID HWMonitor to monitor such things. I have tested it, multiple times now, that it is when I play something off youtube/media player, or just playing any media in general such as music, that bumps up my clock speed to the max, not just on 1 core but on all cores. As soon as I close whatever program is playing the media the clock speed goes down to idle clocks.
