Problem with ethernet adapter

Hello,i have weird problem with my pc. Problem is that every time my pc is unplugged from wall or it loses power because of electricity loss in the house and when i turn on my pc after that ethernet adapter on motherboard wont work.It will show red x or yellow mark on internet icon and i will have no internet connection. Only way i found to fix this is to remove cmos battery and return it back in and after that everything works fine. Also i noticed that every time pc losses power it also restarts all BIOS settings and asks to configure tham again. I tried to replace battery with another one but it didnt help. Is there any way to prevent this from happening??? Because its annoying to remove battery every time when there is electricity loss and its happening often here. What could be the problem please help?

Mobo:Asus P5Q
Ram:6Gb DDR2 800mhz
Cpu:Intel Xeon E5440
Gpu:Amd HD7790 2gb
Psu: Intex 600w (very bad quality but it worked fine for 3 years)
 
The question to ask is why isn't CMOS saving. So, I would personally investigate whether this is factory defect, where is this CMOS chip, is it soldered in, is it getting the power it needs (older chips required -5/-12v I forget), if you are comfortable enough to chase these questions. Obvious easier fix: UPS.
