I need a tower to run 4k footage(hero 6) and I was wondering if a 8 core processor better than a quad core.

Cores really aren’t the thing to look at. Look at the GPU that comes with the system. If your CPU has an integrated GPU in it then simply look up the specs and see if it supports 4K video playback. If this system you have had a graphics card then do the same thing.
