Fps top but very lag in the game high end pc

Hi guys
I have a fundamental problem
I have a very strong computer
fps in games above 100
But
The games are played with the leg
When vsync is off or fast
For example, in FIFA 18
fps 250, but the game is slow and with lots of legs
When vsync is on, everything is fine
The temperature is all normal parts
The cpu temperature is at a maximum of 65
This is a problem in all games
I do not mean page jump
no tearing
It's a lot of legs when I shake the mouse

I have this problem six months ago
Please help me
 
Which power supply exactly? 850W does not tell anything about quality.

Also, which CPU cooler are you using?

Does this happen in multiple games or only in FIFA? if only in FIFA, it is likely related purely to this game and has nothing to do with hardware. If it happens in all games, then my 5 cents would go to CPU overheating and throttling. Yes, you said that CPU temps never go above 65C, but is it also true when you disable vsync? Disabling vsync makes both your CPU and GPU work as hard as possible to push more frames, and this will inevitably lead to higher load and temperatures then with vsync on.

So, if possible, please check temps again with vsync off and report max values back.

The temperature is when vsync is off or fast
The maximum is 65 and the graphics card temperature is at most 65

This is a problem in all games
For example, in the following games

That's normal. You should only turn Vsync off for testing\benchmarking.

As a current user of a system that has had it's last and final GPU upgrade and is now older, Vsync is your friend.

WHY? What happens is that the game runs as fast as it can without Vsync. This maxes out what the slowest item is in your system like the CPU or GPU and also the chipset or memory or hdd's. Yes for testing this will show you what bottlenecks you have.
This leaves little power left for other things like the Lan, antivirus, Steam's overlay, ect. So when the system runs out of power it stalls. This will also cause microstuttering. The system will run hotter and burn more power for nothing.

With Vsync on the system gets a break so it has power left for other tasks, even say playing music videos in the background even, recording or streaming. In fact this can increase your average fps and most importantly min fps and make gaming much smoother.

There is the classic Vsync that just caps the fps at the monitor's refresh rate. Then there is Adaptive, it sets the Vsync automatically based on average framerates if it's below the montor's refresh rate. I found that i liked the classic Vsync the best.
