PC Randomly lags for a while, then fans turn on full speed

Hi!

So i've been having this problem for a long time now, where when playing some games (Heroes of the Storm and CoD:MW2 for example) the pc starts lagging, which gets worse over the span of a few minutes, to the point where the entire pc just stutters and i cant even type properly, then the fans turn on full speed for a few seconds and the lag dissipates.
What could be causing this?

Windows 10 Pro 64-bit
CPU
Intel Core i7 4790 @ 3.60GHz
Haswell 22nm Technology
RAM
24.0GB Dual-Channel DDR3 @ 799MHz (11-11-11-28)
Motherboard
ASRock B85 Killer (CPUSocket)
Graphics
24M35 (1920x1080@60Hz)
Philips 278G4 (1920x1080@59Hz)
Q3279WG5B (2560x1440@60Hz)
PL2409HD (1920x1080@59Hz)
4096MB ATI Radeon RX 480 Graphics (Sapphire/PCPartner)
Storage
931GB Samsung SSD 850 EVO 1TB (SSD)

The temperatures and the usage of the cpu/memory/disk/gpu don't seem to show anything that would cause lag like this as far as i can tell.

Added Openhardwaremonitor reports of when it's lagging, if that's of any use.

Solution
It may be problem with your CPU thermal paste as Intel use a cheap thermal paste in their processors.

But try some ways before do any thing with hardware.

Install new windows (trial)
And get all latest drivers and check games. If it shutters. Then buy a new CPU cooler. If problem not solve. De-lid your CPU and use better thermal paste.
