Solution

To begin woth. The fx 9590 is one of the worst cpu's ever made. It gets insanely hot, consumes a stupid amount of power and is unstable at stock speeds on almost every motherboard that "supports" it. Your board is known to have a lot of issues with it so you are already off to a bad start. Even when it did run at 5ghz stable it was already being beaten by the I5's of the time at stock speeds.

Another problem a small cm master liquid is not going to keep that cpu below 60c.

So simply put. Don't oc it and get a new...
turn your pc off.

pull out the cpu and throw it as far away as you can, its that bad.

seriously, a 60 euro pentium beats that cpu in most games.
that cpu is a waste of money and you should replace it whenever you can

the answer: if you want it stable , invest in a 100+ euro cryorig a40 or nzxt kraken x62

Commendable
I have that same exact MB in my backup PC running an FX 8320 that was overclocked to 4.6 (I recently lowered the OC). Trust me, there will be ZERO difference from 4.7 to 4.9. That's a 220 watt CPU. You're better off leaving it at 4.7.

So simply put. Don't oc it and get a new cpu+mobo+ram. You'll kill your board in no time trying to run it at stock speed so A downclock to 4.4 ghz is recommended.

Even a dirt cheap pentium nowadays matches/beats it in every task and have double the single core performance the fx has to give you some perspective.
