Random FPS drops and Stuttering EVGA Geforce 1070 FTW

I've been getting these random stutters and frame drops in a lot of games for a long time now and I can't pinpoint what is causing it. Even when watching YouTube videos in Chrome the video will sometimes stutter when fully loaded. GPU and CPU temps don't rise above 80 degrees when this happens and GPU usage sometimes drops right when it happens too. Audio doesn't stutter when this happens.

GPU: EVGA GeForce GTX 1070
CPU: Intel Core i7-8700K at 3.70ghz
PSU: Corsair GS700
Motherboard: ASUS PRIME Z370-A LGA1151 DDR4 ATX
RAM: Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3200MHz C16
SSD: Samsung 860 Evo 500GB

I've already formatted my drive completely and reinstalled Windows 10, used DDU to reinstall drivers, used a different hard drive, ran MemTest, set Max Performance in Power Options, and tried both Vsync on and off.

i know this will sound weird but... have you tried switching places with another PCI-E port if you have one free?
Also...
What resolution are you playing the games? If its above 1080p please lower to 1080p, The gtx1070 vram could be loaded to the top and it is possible that that is causing the stuttering
