[SOLVED] Stuttering in All Games with Sound Cut out and FPS drop on brand new PC

So I've tried alot of things with my pc .. I'm not sure where to go to next. I am getting bad stuttering in games where on Discord and in game sound would cut out or "distort" at the exact same time fps would drop and game would stutter. Please help.. any advice would be great. I've ran multiple memtests and removed RAM sticks and tried in different combos. All passed. I've ran Prime95 and passed. I cannot get rid of this stutter.

Couple things that were noticed while logging with HWinfo was a drop to 0.8V on majority of cpu core voltages while in game and EDC (CPU) at 100% while under load (in game)

Specs:
MSI X470 Gaming Pro Mobo
G.Skill Aegis 2x16GB 3000 RAM
960 EVO M.2 PCIe SSD
Ryzen 7 2700X CPU (wraith air cooled)
Nvidia 1070 TI 8 GB GPU
EVGA Gold+ 750 Watt PSU

Any help would be greatly appreciated.

Okay, so first of the basics:

Temperatures are fine? (check if any temperatures are too high)
Drivers up to date? (update literally everyting)
No other big programs running in the background while gaming? (make sure apart from running the game and discord, nothing else is running)
How is your cpu/gpu usage? (check the usage of your cpu and gpu)
What games are you playing? (is this the case in every game?)

Temperatures are fine, CPU can/does get up to 75 plus.
No big programs running using alot of resources. Chrome is open lots and monitoring software besides discord and steam/game
I keep all my drivers up to date and have actually reinstalled windows 10 probably 5 times over now.. and reinstalled all drivers from AMD,mobo site, etc etc.
CPU usage stays fairly low, GPU is maxed out typically in game
Games I play are PUBG, rocket league, and rainbowsix siege typically. I notice it way too much in PUBG, i notice it sometimes in Rocket League, and rainbow is really optimized so If it does happen it doesnt happen often in that game. That one runs well. In PUBG though i'm tho only one out of the people I play way that gets this stutter along with sound cut out from all other apps (Discord, game, etc)
