Network speed decreased

I do not have great experience about this but I got a slow 2Mbps connection which gives average 220-230Kbps download speed.
But when I used to download from Google drive or yts (torrent), I used to get download speed of 4-8 Mbps. And sometimes even on steam desktop client. But now I get maximum of 230Kbps download speed everywhere.
Now even Google play is slow and even a small app update takes 10mins. I did speed test and the result shows 1.7-1.9Mbps download and upload speed with a good 2-5ms ping. I talked to my ISP and he did not make any changes to the current settings or connection. Check at two places with different connections and routers but same ISP. Is my speed capped?
 
Solution
So what do speed do you pay your ISP for. To get 8mbyte you would have to have purchased a 32mbit connection. If you pay for 32 and are only getting 2 the ISP needs to fix that.
Be very careful you are using the correct terms. ISP and speedtest sites almost always report their numbers in bits/sec. File downloads report traffic in bytes/sec. Your 220-230k number if it is in bytes/sec is the same as 2m bits/sec when you factor in the packet overhead file transfers ignore.

I have no idea how you got faster numbers but the download speeds you say you have correspond correctly when you make sure you are using the correct terminology.

Yes sir I am aware of the correct terminology and according to 2m bits/sec connection the speed 220-230k bytes/sec is the proper speed
Even in such a connection I used to get 4-8m Bytes/sec, which I don't anymore.
