I understand the i5-6400 is not a oc cpu,so what would the turbo performance setting on the uefi/bios do exactly and how would it affect the cpu? and is there any settings in the uefi i should change to maximize my performance with this chip because its not the greatest.

Solution
i5-6400 has a base frequency of 3.2GHz and a maximum turbo frequency of 3.6GHz.

If you have the turbo activated in the BIOS (which is how it should be normally) you can reach the 3.6GHz frequency. Otherwise, only the 3.2GHz frequency is increased.

What mobo do you have? Some have a "saving" mode that lowers performance.

Do not underestimate your cpu. It is a good cpu that can perfectly support any graphics card up to GTX 1060 6G or RX 580.
