Failed hard drive?

I get a blue screen of death when I start my computer, with an error code about something being wrong with the boot config. When Window's Repair tries anything it fails and I get an error for log file:

E:\WINDOWS\System32\Logfiles\Srt\SrtTrail.txt.

I've tried several things with the command prompt to no avail, including booting from a USB with the Windows ISO on it, and all my research is pointing toward a failed hard drive. I've tried system restores and resets, always to be met with an error. However, I can't exactly check its health through software if I can't access anything beyond Windows automatic repair, and I'm not really in the financial situation to buy a new hard drive unless I know that's the problem. Suggestions on fixing or checking my computer? Thanks for your help!
