I have a biostar ta 970 ver 5.3 motherboard with an amd fx 8300 8 core cpu and am looking for a compatible liquid cpu cooler preferably under 150 USD! Any suggestions?

Solution
Any AIO will do that supports AM3+ socket. Take your pick (Deepcool, Corsair and NZXT generally have best cooling performance),
pcpp: https://pcpartpicker.com/products/cpu-cooler/#c=4&W=10240,10280,10360&X=0,15087&sort=price&page=1
(Didin't include 120mm and 140mm rad AIOs since those have generally worse cooling performance than medium-sized CPU air cooler.)

Though, thing with AIOs is that your case needs to support the rad, else-ways you can't use the AIO. E.g 360mm AIO needs 3x 120mm fan mounts next to each other while 280mm AIO needs 2x 140mm fan mounts next to each other.

Provide your chassis make/model then we can help you find one that's compatible. I'd normally recommend Corsair's H100i series:
