I am building a PC and I have Artic Silver 5 compound, ASRock MB, and Ryzen 5 2600 cpu. All brand new.

The Artic Silver documentation recommends to tint the metal cap and heatsink. Afterwards it states to use the line method.

Does that mean after I tint the heatsink and metal cap I wipe the metal cap and heatsink clean before I apply the line method?

Solution
Do not clean. Just eliminate the excess:

After you tint the cooler and the cpu, you must eliminate the excess with a coffee filter or a LINT FREE cloth.

"After you have thoroughly worked the thermal compound into the surface of the heatsink, remove
the excess compound by wiping it away with a coffee filter or a LINT FREE cloth.
DO NOT use any solvent or fluid to clean the surface or you will reverse what you
just accomplished. Notice that the base of the heatsink is slightly discolored even
after the entire compound would seem to have been removed. The discoloring you
see is the thermal compound inside the microscopic valleys of the heatsink"
