phone connects to camera on lan but not wan, pc connects fine

Recently my phone (S7) stopped connecting to my home IP cameras from outside my LAN. I can connect via IP, DyDNS, or app when home but from the internet, it won't connect at all. Same goes for remote access to my router.
I can connect from LAN or internet with a pc using IP or dyndns. My phone is set to use IPV4 on mobile networks and my router is IPV4.

Any Ideas? I don't see how it could be the router since I can connect with a PC from the internet but not the phone. I also tethered my PC to the phone and lost connectivity. Carrier is Viaero, which is GSM.

I also just tried my wife's iPhone on Verizon and it also won't connect.

If you use a PC you can run tracert to your router ip and see how far it gets. It would give you a idea where it is blocked.

It would be very strange for a ISP to only block access from the outside but I suppose it is possible. Make sure the IP you have on your router wan interface is a actual public routable ip address. The ISP could use private ip which would route only inside their network. That too would be a very strange thing to do.
So how do you connect via your PC from the internet. Do you actually take the PC to a external location and connect it to the internet or are you just using your public IP from a pc connected to the internal LAN.

Accessing it from a internal pc to the external ip is a messy feature called hairpin. It is not part of any standard and is implemented inconsistently between routers so many times it is hard to say what will work and what won't.

I connected from my wife's work pc.
I have the app on our phones set to use my dydns and it works fine connected to LAN but stopped working from outside. There have been no changes to the network or app settings for about 3 years and now it just stopped working. I have also downloaded other apps which also don't work outside my LAN.
I have also tried using just my external IP to connect from my phone app and browser on mobile data, still no luck.

I don't know if it matters, but the wife's work has the same ISP as we do at home. Could that be why it worked there?
 
Phones are so limited in the tools they provide. I really don't get why you have to load a app to get ping and tracert.

You need to make sure your router is set so it will respond to ping. You need to see if there is something that is preventing the IP address from talking to your phones.

If the IP address works then there must be a port restriction in the phone or phone carrier ISP some how.

When I used to remote access my cameras I was too paranoid to allow direct access. There is a history of major bugs in camera firmware. I always used a VPN server on my router.

I tethered my pc to my phone and tried to ping my router, cameras, and file server. All failed. I don't know any other way to ping from my mobile network. I have no idea how to do a traceroute, sorry I'm obviously not tech savvy.

I also tried using my wife's iPhone which is on a different carrier (Verizon) and it also does not work so I don't see how it could be the carrier's ISP. Also since I tried Android and iPhone on two different carriers with the same results but can connect from my wife's office using the same ISP as I have at home, I'm thinking somehow my ISP is blocking access from outside their network.
