Forza Horizon 3 very poor PC performance (FX 8350 + GTX 1060 3GB)

I recently bought Forza Horizon 3 from the Microsoft Store, and was eager to try it out. I knew that I wasn't going to get the greatest performance considering how graphics intensive the game is (and how old most of my system is), but I didn't expect it to be THIS bad...

The game automatically recommended Medium settings for 1080p. So I gave it a try. I started out getting 40-50 fps for the first few minutes. But as time progressed, I got more and more stuttering and dropping of frames. So I put all graphics settings to as low as they could go and reset the game. I would start out at 50-60 fps, but again, after a few minutes, it would drop down to 20-30 plus stuttering every couple of seconds.

I would also occasionally get a "Low Video Memory" message at the top of my screen. So my guess is that 3GB isn't enough to run FH3, but even on the bare minimum settings? Also, would my CPU be anything to blame? My GPU doesn't heat up nearly as much as in other games (Overwatch, Black Ops 3, etc.) but the Task Manager claims that my GPU is running at 100% most of the time, and my CPU only 60-70% of the time (with occasional spikes to 100%).

Anyway, I was hoping to build a completely new system in a year or so. But I was considering buying a GPU with more VRAM as a temporary upgrade. Should I wait a year to build the new system, and deal with low framerates and frequent stuttering? Or would it be a good idea to invest in a temporary upgrade that would hopefully fix those issues? Or are there any suggestions for trying to improve the framerate and/or stuttering with my current system? At this point. I'd be happy with 1080p, constantly 60+ fps on medium (or higher) settings. But it just doesn't make sense to me why FH3 woud be getting such incredibly poor performance.

FH3 is then just badly optimized. And speaking of which ive tested its succesor FH4 with AMD Phenom II X4 955 at 3,7 Ghz and GTX 1060 3GB and ive run into opposite. No matter what i did ive even lower the resolution to like 1050x786 something in "WINDOWED" every thing on lowest and my CPU still got to 100% lel. So ive ended up with an FX 8350 and now it runs like an charm hahah.So then lets face it that FH3 badly optimized for GPU and FH4 badly optimized for CPU well done Microsoft and whats next FH5 will use 16Gb of ram all time? :D
Use msi afterburner to show you cpu core clocks while you play,if the game starts out normally and slows down after a while it's most probably related to your CPU clocking down to prevent over heating.
Your cores should be running at 4Ghz if they drop clocks then that's your problem.
You can make a test run at 720p, that way it will use less GPU mem, but I doubt that that's your problem.

I tried switching to 720p on Very Low settings, which resulted in 60-70 fps. But EVGA Precision (the software I use for overclocking my GPU and) said that I was still maxing out my VRAM. So that would explain the stuttering. What about the low framerate though? Theoretically I should be able to have medium or even high settings at 60 fps. (I have 16GB dual-channel RAM, if that matters.)

Thanks for the feedback, guys. My best guess is that it was a low VRAM issue. I finally ended up selling the 1060 and buying an RX 580 8GB. Now I'm running it on Ultra settings at 60-70 fps.

It mush have been the GPU. That 1060 outperforms that RX580. I had that setup in the past (FX8350+Gigabyte 1060 6GB) and was able to run anything I threw at it. I still use the same card today, paired with a 4670k, and can run anything on Ultra.
