Cheap workstation under $600

Hello I am looking to build a computer for my mother who will use it for photo editing in photoshop aswell as general use, I would like the computer to be under 600 AUD. Set aside 40 dollars of the budget for windows 10 (kinguin.net<---- I can get it from here). A disk drive also needs to be included. She is upgrading from a old computer with these specs: i7 2600, 8.00GB Dual-Channel DDR3 @ 668MHz, ASUSTeK Computer INC. V-P8H67E, 2047MB NVIDIA GeForce GT 530, HL-DT-ST DVDRAM GH24NS70 ATA Device, as well as a couple of hard drives.

I don't recommend purchasing a grey market Windows license (kinguin.net). I might recommend she keep the motherboard and CPU. Upgrade the RAM and video card. Then put money into a 1TB SSD plus 4+TB HDD for backup and long term storage.
