Suggest a good graphics card

I am using NVIDIA GT630 card which don't support vp9 decoding qnd as a result when I play HD videos on YouTube my CPU takes full load and system becomes unresponsive. Please suggest me a graphics card within budget which supports other formats as well as vp9 standard. Please make a note that I don't play heavy games.

May be around $80 to $100. 1GB DDR5 is fine for me.

Will GT1030 support harware accelaration both in Youtube as well as when I play MP4, MPEG, MKV file with VLC?

Yes. Anything newer than a gtx750ti will support such. The issue isn't the power of the card, but the age of the card. That tech simply wasn't really around back then do gpus had no need for the ability to use it.
