Only one USB 3.0 header working at a time

I have two USB 3.0 headers on my motherboard. When I bought it, one of them was connected to two ports on the front of the computer. Those work fine.

I bought a front panel and plugged it into the spare header. The ports did not work. I disconnected it and connected the other ports to the spare header, they still worked so both headers are ok and I assumed it was an issue with the front panel. I bought a different front panel but again the ports didn't work. I've also tried disconnecting the original ports and just connecting the front panel.

Any body have any idea why both front panels don't work when both headers work?
