Disk 100% usage

I load up windows and everything is fine, I'm booting off a brand new samsung SSD 500gb since my last drive just died on me. I however have a storage drive that is 3tb which isn't too old, I purchased it around 2 years i believe. My D: drive, yes my secondary drive, is constantly running at 100% usage for no reason, I literally have nothing running in the background and it persists at running at 100%. It says that system is using 8% when I launch task manager but the drive is still running at 100%. This is driving me insane, it makes it unbearably slow when I try loading anything off of the drive. I have tried almost every possible solution by disabling superfetch, windows search, going into registry files and messing with that, change my power settings to high performance, I really don't know what the issue here is. I even just let my PC sit for about 5 hours when I went out, when I got back it was stuck at 100% usage still.

My system specs are
GTX 1070ti
intel i5-8600k (stock speeds)
8gb's of ripjawX ram
samsung 500gb SSD
Seagate HDD 3TB
I forgot the mother board but that's also brand new, almost everything in the system is brand new as I upgraded not too long ago.
