Q9400 Core Clock Speed help

Apologies if I haven't already spotted a similar thread.
But I'm having trouble with understanding why the CPU is only running 2*Core @ x8.00 and the other 2*Core @ x6.00.

I do have Duel ranks however I don't believe the RAM is the same spec as in timing.

This is just a random build on a budget and getting back into PC games, WoW and various others when money is available.

Board is the MSI 3780 Platinum nForce SLI.
CPU Q9400 (Until I find a Q9650)
PSU 600W - 80
GPU: GTX 670 (Will be SLI soon, nostalgic reasons).

The Core2Quad 4 core Q9400 is actually 2 dual core CPUs together. It is possible to clock them separately.You might update the BIOS. The Q9400 is an R0 stepping which was the very latest release for those, you BIOS may be missing some microcode for that. You migh try reseting your BIOS to default either by a jumper, or removing the battery for 30 seconds. I've also seen this done from in Windows with text edits to some software utilities. Some overclockers/gamers do this either to get higher clock speeds, or just need 1-2 cores to run faster. But it doesn't make any sense on that CPU.

Honestly why are you looking for a 10 year old cpu? You can upgrade to something more recent for not a lot of money.
