R9 270x Clock Speeds Stay the same after Increasing Values

After increasing my core and memory clock speeds on Afterburner, the values next to the sliders are higher but my values on the left dial are still at default (1050 core and 1400 memory). The monitoring window also shows the default values even when stressing my gpu. How do increase the actual values?
 
Solution
Figured out that when i uninstalled radeon software and reinstalled that I was then able to overclock properly. But when i restart my PC it reverts back to a fixed memory clock speed of 1400mhz and core clock speed of 1050mhz, (when it should be 1100mhz). I cant then again overclock until i reinstall my driver (radeon software) again. Then it goes back to the normal low idle clock speeds of 300mhz core and 150mhz memory, which I assume are normal speeds without any stress. I can then again overclock and it runs fine until I restart my PC and it goes back to these fixed speeds and i can't adjust. Repeat cycle. Anyone know what causes this or how iI can fix?
