Diagnostic Help! CPU/MoBo/RAM + Computer Hangs

First, thank you for checking my question out! I'm a long time lurker on the site and many of you have helped me though countless computer problems!

For the past month my computer has been randomly hanging/freezing when performing multiple functions at once. I've been able to consistently duplicate the problem when testing the CPU AND RAM at the same time with BurnInTest. Performing the tests individually does not cause a problem and both tests complete with no issues. The other times the issue comes up would be while using Camtasia, light video editing and listening to music and playing a game (nothing too taxing, LoL and CoH) while listening to music. Using BIT my monitors will remain ON but the system will freeze. When the freeze occurs doing ANYTHING else the monitors distort before losing signal, followed by a system freeze.

Here are the steps I've taken to diagnose the problem...you'll see I started to grab at straws as I was becoming more and more frustrated with the seemingly random occurrences.

My question: Is the problem with my MoBo or my CPU? Everything else seemingly checks out!

1. Cleaned the system out and upgraded the fans
--The problem would replicate itself with an open case and with a fan blowing directly on it

2. Swapped multiple video cards in and out of the system.
--Ranging from a GTX 770 to a GTX 1080

3. Tested the RAM (8x8 GB) multiple times using: BiT and MemTest86
--Tested all the sticks at once and individually

4. Upgraded the BIOS

5. Replaced the PSU (currently using a Corsair RM 1000x)

6. Swapped the entire system into another case and re-wired/re-connected everything

7. Re-seated CPU, re-applied thermal paste and cooler

Here are my specs

OS: Windows 10
CPU: i7 4930 @ 3.4GHz
RAM: 64GB DDR3 @668 MHz (9-9-9-24)
MoBo: Rampage IV Black LGA 2011
GPU: NVIDA GTX 1080

You did a bit of trouble shooting, one thing I don't see is if you tried a clean Windows setup with new drivers and re-installed programs. The way the system locks up most likely things would be video card, power supply, maybe RAM. Did you run the system on one stick at a time for a while or just ran the mem test?
