Should I reinstall the Windows after CPU upgrade from 4590 to 4790

Hi everyone!
I'm wondering if it's necessary to do that, since sometimes in GTA 5 I've got some strange "tugs" with VSYNC on, although FPS counter shows 60 FPS, however while these "tugs" happen, then it shows 59 FPS, as if it drops, but not really!
My GPU is 1070ti.
Now I'm using 8.1, thinking about switching to 10.
 
Do you actually feel the tugs? Or are you just going by the fps counter.

I would say that if it doesn't affect your gaming experience than I would leave it alone.....but at the same time....you are going to probably want to go to Windows 10 eventually anyway.

I think I probably would upgrade to 10 just because 8 is getting old.

I definitely experience them. Only when it's drawn 59 though. When it is 60, no tugs.
When it comes to the Witcher 3, no tugs at all, it is okay, as far as I can consider.

Yep, I shall try adaptive sync!
However, I have to notice when I had 4590 there were no tugs in GTA 5...
So what's the hell is going on?
 


Actually....it's funny you mention that. I'm on another thread with someone with a really old monitor and we're thinking it's causing compatibility issues with the GPU,

Well, I may precisely mention that GPU clock with VSYNC is around 800 mhz, however when I turn the performance mode via NVIDIA Control Panel, then these tugs are seemed to be gone. Not sure...
What this way mean?

And one more thing, why it used to be OK with 4590? What happened?
