No. It wont use the 11 Gbs of Vram.
SLI works this way:
1 card does ALL the job and the other card just supports it. So you will get luckly 50% or even less of its maximum performance as addition to the card that is doing all the job.
It cause no issue and no degradation. When you have SLI it is recommended to not overclock any of the 2 cards.
I honestly wouldnt SLI 2 gtx 1080ti. I would invest on a Single Titan X Unless you have a very specific job for those.

There are 2 models of the 1080ti available in the Strix variety from Asus the 11G and the O11G. The difference is the O11G (the one I own) has been overclocked at the factory. The 11G has runs at stock speed.
My question is if I purchased an 11G model, how would that work in SLI with the O11G?
