intel core 2 quad q9650 3.0ghz running at 2.0ghz

Hello guys, I was wondering why my processor is running at lower speed than it should.
All cores running at 2.0, i dled some apps to see the speed and they tell me the same.
Is it a jumper switch I need to touch on my mobo? I cant seem to find anything on my bios, only overclock options.

In general the cpu lowers its frequency when it is not necessary to go at full speed.

Look at the advanced power options of windows in case there is any limitation of the CPU indicated.

Also, You can enter your BIOS and disable the "SpeedStep" parameter.
