Motherboard is dead?

Hello!
So I built my PC about a year ago, it has been working flawlessly except for the past week or so. It'd turn on, no signal to monitor, keyboard or mouse. Sometimes it would actually properly boot, but when I login, it'd ZAP and turn off. Sometimes it'll stay on a bit longer before zapping off. I tried reinstalling the ram, after doing the rubber trick. It worked, but only a couple days. After a bit more digging and matching the symptoms, it seems that SOMETHING is stopping the motherboard from sending power to the GPU, USB ports and stuff. I've tried reinstalling the CMOS Battery. Nothing has worked so far. Please help.

Software? Links? Keep in mind I don't have access to the computer it must be able to work on a phone or sumthin

The computer is completely inaccessible, I don't even think it I'd booting up properly, any way to physically check the voltages?
 
volt meter set to dc. black wires are ground. color wires have voltages. look at wiki atx spec for voltage on the 24 pin cable.
old trick pull the power supply see if it turns on with green wire to black with a paper clip test. if not the power supply went south. a lot of new mb have debug led see if any are on and working. for testing if the mb has onboard video. pull the gpu see if it posts using onboard video.

I have NO idea what you’re talking about, any video links? And for the HWInfo solution, can I use another laptop to check? If yes, how?

Hello, typing this from the computer that this thread is about, apparently when I turned it on, with the same problem, no signal to monitor nor power to keyboard or mouse, and just left it there for about 30 minutes, closed it through the power button, then started it, it worked. Any extra measures I could take to ensure the computer stays this way? (coz I managed to turn it on earlier with this problem, but only for about 2-3 days.)
