how do I set my overclocked 4690k to have variable voltage so that its not running hot on idle

I have my 4690k running at 4.2 @ 1.18v. The idle temperature is around 40c because its always pegged at 1.18v regardless of cpu load. I have a z97 gaming 5 motherboard so how I do I set the cpu to have variable voltage?
 
Solution
Only way i know of is return to dynamic turbo and further lower temps by adjusting Windows power plans to use a percentage of your cpu.

Should look to enhance your cooling solution by either improving case air flow, heatsink / reapply new thermal paste.

I honestly didn't think of the power mode because I thought I had set it on balanced but it turns out I was on high performance, I also set my cpu ratio to dynamic and now my temps are in the upper 20's, thanks! I was so confused because I de-lidded the CPU and used liquid metal and then used arctic silver on top of the CPU plate and still had high idle temps lmao.
