Core Voltage for i7 4790k

Hello i have not oc'd since i had my core 2 quad q6600. and i am still new to all these specific voltage settings.

i have a z97 pc mate from msi and just trying to get a very mild oc around 4.5ghz.. i have been stable on an override of 1.9 volts but have gone low as 1.8 but have been confused on why it can be stable on this low of a voltage as ive seen from others not being able to do this? when i look at HWmonitor it shows 1.189v but in things like aida64 it shows 1.208v why is this. i haven't got any auto voltage set on the board from what i can find in the bios. (also to consider my cinebench goes down when i lower voltage if that helps)
 
Solution
0.85V SA and 1.02V VCCIO is good. That's pretty much in-line with what to expect out of Haswell/Haswell-refresh.

Your CPU Cache voltage is on Auto and it a bit high @ 1.28V, I would set it to the same as your CPU voltage @1.20V

and if your board allows it, set your CPU Cache ratio to roughly 40x or 4.0Ghz, and see if that would pass stress tests.

4.5Ghz @ 1.2V is a very good chip for haswell-refresh i7-4970k

my J-serial i7-5820k runs 4.4Ghz @1.2V and 4.6Ghz @1.25V (haswell-e 6C/12T) stress tested stable

FIVR voltage should be about 1.85-1.9V at these levels

make sure you manuall set VCCIO and System Agent voltages. they tend to overshoot if left on auto.

Whats a good voltage for the VCCIO and System agent for around what i have it set to (4.5ghz)? sorry im just used to setting the multiplier and vcore on older chips from 775 as i said before.
thank you in advance if you can give me a hand on this a bit more

UPDATE: here is a screen shot of my bios settings.. idk if its any good for io voltages etc. or do i just set it to manual mode and leave it all to auto or dial in stuff like i did here. i only dialed in what was closest to what was in auto just to be safe for now.

Thank you for the reply and i have my cpu cache ratio to 44 and its been stable on 1.2v thanks to everyone for the help and i think i have an idea now what to do in the future :D

i have the ring ratio set to 44 and cores to 45. 44 was not stable @ 1.2.. overtime i kept getting random system lockup's
