The motherboard recognizes only 4 out of 8 CPU cores

Hello everyone
I have the AsRock 970 Extreme 4 + 8350 cpu, I went to make a little oc but from cpuz I saw it has 4 cores and not 8 that I should see.
I did something wrong?

I would clear bios, reboot and check again

I clear the bios using the jumper, but now the windows when they load they show me "Bad System Config" and they do not start
