Ok ... so, back to the powerline adapters. When they are connecting properly, you get the 3 green lights. Going to the "base" (the one connected to your router) the 3rd light should be green and blinking. This indicates that the adapter is communicating with the router. The middle light should be green (or another color) and also blinking. This indicates that the adapter is communicating with another adapter. If both of those are true, then go look at your "remote" (the one connected to your computer). You should see the same things. If not, then it is possible that your adapters are not talking to one another and your base might even be talking to another adapter (like in your neighbor's house).
If this is what you see, then unplug both adapters. Plug in the base without Ethernet. Plug in the remote in the same room (as close as possible). See if you can get the middle light on both to light solid green (this means they are connected, but no data is flowing). Now connect Ethernet to the "base". On the base you should see flashing on lights 2 and 3. On the remote, light 2 should start flashing. If not, then they are not really communicating. Factory reset both and start again.
