Between the two PSUs, i'd go with Corsair HX450 over CM Real Power M520 any day of the week. While M520 has 70W extra output power, it's build quality is crap. Also, M520 doesn't have 80+ Bronze certification. What it has is lowest 80+ certification known as: "80 Plus",

Since PSU is the most important component inside the PC, PSU's build quality is very important. CM Real Power M520 is made by AcBel Polytech, while Corsair HX450 is made by Seasonic and it uses S12II platform.
I wouldn't touch any AcBel Polytech PSU even with a 2 feet pole, let alone using one to power a PC. While depending on who you ask, either Seasonic or Super Flower is...

I wouldn't touch any AcBel Polytech PSU even with a 2 feet pole, let alone using one to power a PC. While depending on who you ask, either Seasonic or Super Flower is considered the best PSU OEM in the world. I prefer Seasonic and due to this, all 3 of my PCs: Skylake, Haswell and AMD are also powered by Seasonic PSUs, while i also have Seasonic S12II-520 in my AMD build (full specs with pics in my sig).

To put it short:
Corsair HX450 - 80+ Bronze - Seasonic made - good build quality
CM Real Power M520 - 80 Plus - AcBel Polytech made - crap build quality

As far as wattage goes, GTX 1060 is 120W GPU and if you add the rest of the system to it at 200W or so, you're looking towards 320W as total what your PC can consume, making 450W HX450 enough for your PC.
