Low cost low TDP "micro" virtualization platform (up to 200usd max)

Hello,

I need a motherboard + processor for DDR3 or DDR4 memory
Usage:
host for the virtualization of home services, and the following virtual machines run on it: Pfsense, Ubuntu, Debian.
Requirements:
First of all, the lowest power consumption - processor TDP maximum 35W (with the possibility of lowering TDP, for example, up to 25W) - the computer will work 24/7
the processor must support: Intel® Virtualization Technology (VT-x), Intel® Virtualization for Directed I / O Technology (VT-d), Intel® VT-x Technology with Extended Page Tables (EPT)
because I would like to pass a PCIe (network) card from the host to the virtual machine (the combination of processor board must allow of PCIe passthrough(IOMMU))
List of IOMMU supported hardware
the board must have GBe LAN, 2 memory slots, 1 PCIe slot (only x1) and 2 USB 3.0 ports, two 6GBit SATA ports
an additional advantage would be: miniITX size (not necessarily), second GBe LAN port, additionally two 6GBit SATA ports, miniPCIe port and m2
Equipment as cheap as possible, can be second hand.
Initially I thought about the Xeon E3 1235L V5, but the boards with the C232 or C236 chipset are very expensive.
So maybe something like i3 6100t?
I have a RAM: 4GB DDR4 and 2 x 8GB DDR3
and two 3.5 "WD Red 3TB drives and enclosures (various) and power supplies.
I will be grateful for any suggestions.

You won't find a lot that fall under your 35W TDP requirement.

If 2C/4T is enough, I would look in the direction of Kabylake Celerons such as G4600T/G4560T/G3930T, with B250 motherboard

if 2C/2T is enough, then look for a skylake G3900T with H110 itx motherboard, those are probably your cheapest option right now.

most of the kabylake Celerons i3 i5 i7 processors have gone up in price due to the recent coffeelake shortage. so expect to pay a premium even for used goods.

Thanks, what about Athlon 200GE?
Seems price with motherboard brand new is starting from about 120USD.
Should support AMD Virtualization extensions.
Or what will be the best choice I think Pentium J5005 10W TDP cpu on Asrock board:
Asrock J5005-ITX
