Bios doesnt control fan RPM

Hello i want to ask why when i create custom fan curve in bios fans just spin i what ever mode they want to any ideas how to fix this?

there are two fans that pc uses now. three pin and four pin fans. the older three pin fans have no fan control wire on them. to slow them down you have to drop the voltage going into them. the four pin pmw fan has extra wire to let the mb control the speed of the fans and to know ho fast there moving. on three pin fans you can use a fan controller that uses a resistor to change the voltage going into the fan to slow it down. if it a led fan the fan will dimm too.
