powers up but wont boot bios

I just changed cases, my hardware is a hp ms.7826 ver 2.0 motherboard, with a intel I7 4770,a radeon 4890 and a hp 470w power supply, just using the basics now, I had lot of stuff but using the essentials yo try and solve it more easily.
my computer turns on, fans work, front panel button blue, no beeps, but it wont advance to bios, or turn on the screen.

Any ideas?

Make sure the motherboard was properly installed (with the standoffs).
Check that the 24-pin and 4-pin ATX power connectors from the PSU are connected properly in the motherboard.
Also check that the RAM modules and GPU are seated properly in their corresponding slots.
Check that the DVI or HDMI is properly connected to the GPU and monitor.

Could you post all your system components.

I had the rig working, I switch cases, cleaned and substituted thermal paste, the usual, now it starts up, fans start up, made rest to cosmo, and tried numeral configurations of the essential hardware, tested all ram slots, manage to get 6 beeps from graphic card but, already pass that,I am thinking its the bios, since I cannot boot into it, nor I can get the beep before it boots, any other ideas guy's?

Anyone knows how to flash a new firmware from a rom recovery slot? motherboard has one, also an lpc debug and a ots reset.
