That PSU looks pretty bad. And he's selling that for 50 euros? Don't cheap out on your PSU because it can destroy your system if it's low quality.

I would recommend this PSU for +10 Euros.

The pair works fine. Though if you are on a budget consider buying Ryzen 2200G and a cheap A320 board (or B450 if affordable). Instead of your choice of hardware, this pair would perform better and last long for only a few extra bucks.
