1060 6gb bios black screen 100% fan speed

Hey

My 1060 won't boot up any more my screen stays black and does not allow my pc to post, if I add a different card the second pci slot then I can boot to Windows and the 1060 shows but can't be used, does anyone know what I can do to fix this?
 
Strange that adding a card to the next slot makes it display, sounds like the motherboard BIOS is messed up. I'd start by clearing the CMOS, there will either be a rest button or 2 jumber pins you make contact between....if you can't find them, remove the battery for a few minutes. After clearing, hopefully it displays, allowing you to reload the BIOS.

I have removed all overclocks that I had to try and bring the power draw down along with only having the OS HDD plugged in, with the second gpu uninstalled the pc doesn't post when Install the second gpu it still goes to windows and detects the 1060 just cant use it :/

I have tried this while removing my overclocks and what not and has mad no difference. thanks.
