CPU under performing or not or what?

Recently I have assembled desktop PC configuration with intention to produce music on it but I ran into the problem that I can not resolve so some friendly advice and guide lines would come very helpful.

The configuration A is following:
Win 10
Gigabyte GA X99p-SLI
Intel Xeon 2650v3
HyperX DDR4 2800MHz Savage
Samsung 120GB 850 EVO
Asus Strix GTX 950 D2OC 2GB

The problem is that the configuration above drastically under performs in comparison to
the following cofiguration B
ASUS ROG G750JS (Win 10, i7 4700HQ, 16GB ddr3 1600MHz, Samsung 250GB 850 EVO, GTX 870M)

The test that I did was to open the exact music project in the same software and just press play. CPU in configuration A showed around 40% CPU usage.
CPU in configuration B showed around 10% CPU usage. Configuration B is weaker by all hardware specs. What did I do wrong?

I apologize for forgeting to write how much RAM I have in conf A. There are two modules of 8gb of HyperX DDR4 2800MHz Savage memory.
Yes, conf B is a gamming lap top.

No, i didn't run any benchmarks but I'll do and I will post all the results as soon as I can. There is no SLI, just single graphics card.

Both machines are using clean OS installations. Music software or DAW is Cockos Reaper, same version and configuration on both.

All the online Benchmarks say that the Xeon 2650v3 should outperform the i7 4700HQ by a wide margin. As such, more information is needed. You state that in configuration A, you use HyperX DDR4 2800MHz Savage RAM, but you never say how much RAM. This information is needed. Configuration B appears to be a gaming laptop. If this is incorrect, please let me know.

In addition, have you run benchmark tests on your SLI setup? While not terribly common any more, a malfunctioning SLI setup can cause issues, and I have seen in oddball cases, malfunctioning SLI setups cause issues with the processor. In fact, you should benchmark your entire machine, and compare your results to what your hardware should be capable of, including the processor itself. Do NOT test this using your production software, as this won't give you accurate results. Test it using some actual benchmarking software, such as Prime95 for your CPU (there are other options for CPU benchmarking tools out there as well, I just picked a random one). Benchmarking everything should reveal what is not performing as it should. If something is drastically different in your benchmarks from where a reputable testing site's benchmarks say it should be at, you may have a defective piece of hardware.

If none of that resolves your issue, try re-installing the OS clean, and ONLY installing the production software you are using, and re-trying. It could be an extra piece of software is eating up processor. In addition, it would be helpful to know the audio production software you are using. This would help with figuring out if the software has any known issues with any hardware in your system that could cause this.
