Custom PC Wont Turn On

So I built my computer about 1.5 years ago, and about 3 months ago it turned off and when trying to start it, the lights turned on and the fans spinned and immediately turned off. I disconnected everything and reconnected it and I think the 24pin wasn't fully connected. Then yesterday, I was updating a game, stepped away for a second, and came back to my computer off. I tried the power button and nothing happened. Not even fan spinning or lights. I disassembled it all and then reassembled it all and it still happened. There is a light on near the IO port of the motherboard on the back so I am assuming its getting power but still, nothing happens upon hitting the power button. I also tried to hit the power button on the mobo, in case my cases power button was broken, and nothing. What's wrong?

I tried the paper clip test and the fan spun for around 30 seconds and then turned off. Also, tried removing the GPU and then firing it back up and still nothing.

Is it safe to say its either the cpu or the mobo? I think I am going to try to replace the mobo and if that doesnt work, then the cpu? Is this a smart decision?

I tried the gpu and tried switching the ram slots. And tried one ram stick, still nothing.
