How do I go about setting up a forum?

I like the design of the following forums. https://www.actualized.org/forum/ and
https://board.freedomainradio.com/

But would like more interactivity. Voice Chat, for instance.

If I were to design one, how would I go about that?

Well, on your first one they seem to be using this: Community Software by Invision Power Services, Inc.

Most forums are opensource based with some sort of skin or template on it. Been a while, but the only one I can recall off the top of my head is PHPBB. Voicechat would be something you would have to look at externally, but I suspect the big VOIP providers would have APIs you could add to any website to enable such features. I suspect there would be small scale open source versions of that maybe.

Worst case you just have a page with the VOIP client and connection details so interested people can use it.

Of course, getting a domain name and hosting services will cost a small amount of money. You would need DNS services and a static...
