The rx580 is a current gen AMD card that can be bought brand new. It is about 4.5 years newer than the 780 which is why i would get it. This card also comes in a bundle with a 150$ games gift card. (i am now tempted to buy this to upgrade the current gtx 1050 in my pc)
This has the same CPU and case as the latter build while shaving off a little money here and there without sacrificing quality. The ram and SSD are very similar but more inexpensive.
X470 boards are not ideal for this situation as they are more expensive then b350 boards that still allow overclocking. They do lack sli/crossfire support. Keep in mind if overclocking the ryzen 3 1200 overclocks identically to the 1300x and yields identical benchmark results. This build lacks wifi, however, ethernet is faster and should be used if available.
