RTX 2080 issues

Before I return it, I wanted to ask of any other ideas. The issue is the fans. One is stuck at 100% the other will not go below 41%, but is controllable in Afterburner. I have a 1080 ti that works perfectly, same pc. I have used DDU and redownloaded the drivers. Geforce forums does not have a solution other than return it. Just seeing if the more intelligent group here has an idea.
One other thing that is interesting is that with the drivers removed the fans seem to spin at a "normal" rpm.
My PC Build:
i7-6700k
Ram: 32gb Corsair 3000
Motherboard: Ranger VIII
PSU: Corsair HX1200i
Full tower, Noctua cooler and fans, plenty of storage, the usual.

Yep, used the beta afterburner as well as precisionx. Going to try the new drivers and one other pc tomorrow but judging by the other people on various forums, I am betting I got a bad card. The amount of returns and rma's on these cards would be interesting to know. Supposedly even some reviewers got bad cards.

Yeah, new drivers do not help. Same issues. It's going back. I think I am done with this round of cards. My two GTX 1080 ti's should be just fine until the 3000 or whatever the next line of cards is. I originally ordered two 2080's, dropped it to one with the reviews, now down to zero.

same issue...look like we are not "alone" :)) i was searched on google and found at least 10 cases have same error!
i think, maybe it cause by Bios or Driver :(
