It's a marginal gain. There will be instances in which one does better than the other, but I don't think this is a significant enough upgrade to be justified.
Looking at only GPUs that are recent, I don't think it's worth upgrading until you have enough to get an RX 560 or a GTX 1050. Neither are far above the $100 price point.
It depends on what you're doing, a 550 2gb is something like 30% faster in gaming over a 650 Ti but either card by today's standards are not that strong. With the used market being as strong as it is you can find 960 GTX/RX 460 for about the same price as a new RX 550.
