Games think that I only have 4Gb of RAM

Whenever I play a graphically demanding game like Tom Clancy's Rainbow Six: Siege or Watch Dogs 2 it warns me that my previously set graphical settings will take up too much of my VRAM which is 4043mb. But thats not right, I should have double that and I know that I haven't had any trouble playing at the highest settings before.

I believe that I got this problem recently because I don't know why but I remember that I once fiddled around with RAM usage on my computer. I can't remember where i went or what video I followed but that must have done something.
I have two 4Gb RAM sticks installed on my pc, in my system information it confirms that I have 8Gb so nothing physical is broken. I have also checked that I have a 64 bit system so that rules that out.

Where do I have to go to fix this? Can I just revert to the default settings (once I find where you're supposed to tweak)
Or is VRAM something entirely different from my 8Gb of RAM sticks? If so why can I suddenly not play certain games without crashing like I have before?
Thank you for trying to understand this mess of a post :)

EDIT: Here are my specs

VRAM is the memory of your video card. It has nothing to do with your standard RAM. If it says that, turn your texture quality settings down plus other graphic settings if it doesn't help.

I see, But what I don't understand then is why has my video card gotten "worse"? I have been able to play at the absolute highest settings with more VRAM to spare with the same card.

Also important to note that since this is a 970, the last half-a-gigabyte of VRAM is considerably slower.

What kind of crashing are you having? Crashes to desktop or is the screen going black and you have to reboot? It's hard to say what's going on with RAM usage without you knowing what you did; it's almost always a mistake to fiddle with a setting that you don't understand. If these are crashes to desktop, I might just make sure everything is default in BIOS and do a full, fresh, Windows install, given that there appear to be at least some changes that you can't remember.

The screen turns black and if I have another program up on my second monitor it starts to glitch out graphically, some parts of the program starts to flicker from black to visible. The only thing I can do is to restart the PC.

I managed to locate where I fiddled around. It was in System Properties > Advanced
> Performance > Advanced > Virtual Memory

This is a screenshot of it, everything is in swedish but the numbers are there and you can compare to an english version.
