what is faster i7 7700 gtx 1070ti or i7 8700 gtx 1070?

A good 1070 is on par with a mediocre 1070ti that doesn't not boost high.

What do you mean by a "mediocre 1070ti"? I thought ALL 1070ti's are clocked at the same exact speeds (GPU and memory) and need to be overclocked by the software that's provided with the card?
A 1070 can be overclocked to match a 1070ti but the 1070ti can be overclocked to match a stock 1080.
